Though the police and prosecution are two separate agencies, each with its responsible chief, the most striking feature of prosecutorial function in investigation in Taiwan, as in many other civil law countries, is that the prosecutor is made a local minister of justice. The coroner, who determines the cause of death when a crime is suspected, is part of the staff of the local prosecutors' office and directly under the supervision of the prosecutor. Although the police are independent agencies organizationally subject to different departments, they are obligated to fulfill the directives of the prosecutor in their work on each individual case.
